He joined B&CE in 1995 and has over 30 years of experience within the financial services industry, having held a number of senior positions both in the UK and overseas. John retired from the company in December 2009 but still campaigns vigorously on behalf of B&CE for the government to remove the unnecessary barriers that act as disincentives for lower to moderate earners to save for retirement."

Geoff Lister

Representative for Federation of Master Builders (FMB)
Geoff worked at the Norwich Union Insurance Group and the industrial banking company Lloyds & Scottish, before being offered a Sales Management role with a major rental and leasing company. He founded G.E.S (Leeds) Ltd Building, Maintenance and Refurbishment Company in 1975 and joined the Federation of Master Builders, Leeds Branch.
He became the Sales & Marketing Director of the G.E.S. Hanson Group and grew the business from £2 million turnover to £5 million turnover employing approximately 70 people. He left the larger company and downsized business in January 2003 and concentrated time to running a small Facilities Management Company Greenwood Estates. He was appointed to the main board of CITB, and joined the CITB Construction Skills Council in 2005, and was a member of the CSkills National Training Committee, representing the Federation of Master Builders.
Geoff is currently the Chair of Cross Industry Construction Apprenticeship Task Force (CCATF) launched in December 2007, and the Immediate Past President and Director of Federation of Master Builders. He is the Chair of the FMB Training Sub Group and was awarded Golden Jubilee Lifetime Achievement Award for services to the Construction Industry.
James O'Callaghan

Director J Murphy & Sons Limited
Representative for Civil Engineering Contractors Association (CECA)
James O'Callaghan graduated with an honours degree in civil engineering from University College, Cork in 1973 and joined J Murphy and Sons in London. James has over 30 years experience in the construction industry and was appointed to the Murphy Board in 1988, taking responsibility for all major civil engineering work throughout Great Britain and Ireland. His role on the Board also includes responsibility for Health & Safety and Quality & Environmental Systems.
James has been involved in industry representation for many years and is currently Chairman of the Construction Confederation Employment Affairs Committee and has been a negotiator on the Construction Industry Joint Council since 1995. He is a past Chairman of both the Federation of Civil Engineering Contractors (London & South East) and the Civil Engineering Contractors Association (Southern). He is also a Trustee of University College Cork (UK) Educational Foundation.
John Spanswick CBE

Representative for UK Contractors Group (UKCG)
John was previously Chairman of Bovis Lend Lease having joined straight from school. He worked on many of the projects that shaped the Company's reputation for quality, value and innovation. He was appointed to the Board of Bovis Construction in 1980 and helped to grow the Company's business in the 1990s, in the lead up to Lend Lease’s acquisition of Bovis. Prior to becoming Chairman, John was Chief Executive Officer of Bovis Lend Lease in the Europe, Middle East and Africa region.
John is past Chairman of the Major Contractors Group, and the Strategic Forum Health and Safety Group. He is a Non Executive Director on the Board of the Health and Safety Executive, and is Councillor on the London Region of the CBI. In June 2006 he was made a CBE in the Queen's birthday honours in recognition of his services to health and safety and the construction industry.
Peter G Rogerson OBE

Representative for National Specialist Contractors Council (NSCC)
Peter served an apprenticeship as a Roof Slater & Tiler, he then studied to HND at Leeds College of Building, during which time he joined a family roofing business which he subsequently bought in 1970. The Company became one of the largest roofing/cladding contractors in the UK and pioneered the way in ISO standards, training and qualifications. He sold the business to a MBO in 2000 and retains interests in a Property Company, Heritage Roofing Company and a Plant & Tool Hire operation.
In 2006 Peter was elected Chairman of the Trustees for the ITB Pension Funds, a Defined Benefit Scheme with over 8,600 members, and was the only construction member of the North Yorkshire LSC. He was the Deputy Chairman of CITB Construction Skills until October 2009, and the Chairman of both the CITB Training Committee and the National Construction Colleges Advisory Board and a Past Chairman of the Princes Trust in North Yorkshire.
Peter is still a member of the ConstructionSkills Strategic Partnership Panel, representing the Specialist Sector and is on the Management Panel & Council of the National Specialist Contractors Council (NSCC). He is also a Freeman of the City of London and a Liveryman of both the Constructors Company and the Company of Tylers & Bricklayers, and is the lead UK representative to the International Roofing Federation (IFD).
David Smith

Representative for Scottish Building Federation (SBF)
David has spent his working life in construction, commencing as an apprentice in the craft of Carpentry and Joinery. Since then, his career has included the following:
- Managing a Craft Training Centre for a major contractor for 25 years.
- Training Manager for a national contractor for 15 years.
- Chairman, Scottish Building Apprentice & Training Council.
- Past President, Scottish Building.
- Chartered Member, Institute of Personnel Development.
Stephen Terrell

Managing Director, Coulson Group Limited
Representative for National Federation of Builders (NFB)
Stephen joined the Coulson Building Group in 1982 as Chief Estimator having trained as a Quantity Surveyor before specialising in estimating. He was promoted in 1986 to become a Director of Coulson Group Ltd and its subsidiary companies, to which he became Managing Director in 1994.
In recent years, Stephen has been actively involved in representing the building industry including Regional President of the National Federation of Builders (Eastern Region), Chair of the East of England Skills Forum and Director of Construction Industry Publications Ltd. He is currently serving as Council Member of the Cambrige Forum for the Construction Industry and Chair for CITB ConstructionSkills Cmabridgeshire Curriculum Centre.
Stephen is a Governor and Chair of Finances at Comberton Village College, Chair of the C of E Papworth Team Ministry and a Trustee of Comberton Educational Trust. He is also a Member of the Chartered Institute of Builders.

John served an apprenticeship as a plumber then worked in the Public and Private Sector.
In 1999 John became a Full Time Officer for the AEEU covering the South Yorkshire area.
In 2003 John was appointed National Officer. He has had responsibility for Ministry of Defence, Local Authorities, Food and Drink and the Plumbing Industry.
He became the Unite Construction National Officer in 2010.
He is currently the Chair of the SNJIB and a Trustee of Plumbing Pensions.
Bob Blackman MBE

Representing
Unite –the Union
Bob Blackman has worked in the construction industry throughout his working life. A bricklayer by trade, he was appointed as the T&G National Secretary for the construction industry in 1998. He is responsible for T&G’s building materials portfolio. Prior to this Bob held the position of regional construction trade group secretary in the south-east.
Bob is a corporate member of the IOSH (Institute of Occupational Safety and Health), a Director of Constructing Better Health , National Operatives Side Secretary for the Building & Allied Trades Joint Industrial Council (BATJIC), the Chair of the Construction Industry Joint Council (CIJC) Operative Side, a member of the Construction Industry Advisory Committee (CONIAC), Board Member of the Construction Industry Training Board (CITB) Construction-Skills Council and Board Member of the Construction Skills Certification Scheme (CSCS).
Phil Davies

National Secretary
GMB
Phil served an apprenticeship as a wood machinist and worked in the joinery, furniture, caravan, boat building, shop fitting and building industries. He served as Shop Steward and Senior Convenor in all these industries and was Group Convenor at Schreiber Furniture for six years. In 1976 he was elected to the General Executive Council of the Furniture, Timber and Allied Trade Union (FTAT), becoming President of the Union in 1982 and elected as National Secretary in 1989. After the merger of FTAT in January 1994, Phil became National Secretary of the CFTA Section and since 1994 has been involved in representing disabled members throughout the GMB.
He is currently responsible for pay and conditions negotiations within the following industries: Remploy, furniture, funeral, sawmilling, glass, organ building, floor laying, brush, artificial limbs, construction and Terminal 5. Phil currently holds seats on FFINTO, FTBA, Ethical Threads, CSCS and the Furniture Forum.
Harry Frew

Scottish Secretary
UCATT
Harry Frew has worked in both the public and private sector of the construction industry. Harry became the Operatives Secretary of the Scottish Building and Apprenticeship Council, the body charged with the regulation of terms and conditions of the Scottish apprenticeship scheme that currently registers some 2000 apprentices each year.
He became Regional Organiser from 1990, and the Scottish Secretary of the Construction Union UCATT in 2004. As UCATT Scottish Secretary, he represents 18,000 members across Scotland, from apprentices and craftsmen to site agents and company directors.
Harry is also Chair of the STUC Health &Safety Forum, a member of the STUC General Council, Scottish Construction Forum and Cross Party Group for Construction.
Stephen Murphy

General Secretary
UCATT
Stephen Murphy is a City and Guilds Time Served Bricklayer who joined UCATT in 1984. Stephen has worked in the Private and Public Sector. Whilst in the Public Sector, Stephen became a Shop Steward, then a Senior Steward. In 1998 Stephen was appointed as a Development Officer for UCATT. In 2002, he was promoted to Midlands Regional Organiser and in 2005 he was appointed as Midlands Regional Secretary. In 2010 he was appointed Yorkshire Regional Secretary and was elected UCATT's General Secretary on 9 January 2012.
Stephen is also an Executive Council Member of the Midlands TUC, a member of the Midlands CITB advisory Committee, and a member of the Labour Party
Brian Rye

Regional Secretary for the Eastern Region
(UCATT)
Brian is a City and Guilds time served Carpenter and Joiner who worked in the building industry and became a member of UCATT in 1974, later becoming a Shop Steward and Union Safety Representative.
In 1983 Brian was elected as a Regional Organiser for UCATT in the London & South East Region.
In 2003 he was appointed as Regional Secretary for the Eastern Region of UCATT.
Ken Green

Independent Non-Executive Director
Ken joined the Board of B & C E Insurance Limited in 1999, to provide an external view of the insurance market. He has 40 plus years experience in the Financial Services Industry, mostly at Senior Management/Board level.
He built and established Midland Bank Insurance Services (now HSBC) as a major player in the insurance market and he was also a Director of other Midland subsidiaries. Following on, he was appointed as General Manager Financial Services for Clydesdale Bank, responsible for six operating sectors and a member of the executive committee of the Bank. Most recently, he held a senior executive post for a major mutual insurer.
He has a BA (Hons) in Financial Services and is a Fellow of the Chartered Insurance Institute and a member of the Worshipful Company of Insurers.
John Jory

John Southworth

Independent Non-Executive Director
John's role is Director of B&CE Insurance Ltd and B&CE Financial Services Limited. John sits on the Board of Considerate Constructors Scheme and the Construction Industry Publications and is a Financial Adviser to Forum for the Built Environment. John trained as a Chartered Accountant and went on to hold a series of commercial and financial positions at Board level with UK companies. John’s responsibilities within the construction industry have been diverse, encompassing finance, IT, human resources, membership services, property management, pensions and dealing with a wide variety of legal and constitutional matters.
Malcolm Small

Independent Non-Executive Director
With a background in Law, Heavy Engineering, and Public Administration, Malcolm has specialised in all aspects of management in Financial Services at a senior level for the last 15 years. Classically trained in marketing at Marketing Centre Europe in Brussels, he has also operated as a Marketing Director in I.T. preparing software applications for market and following through to product delivery. He spent 14 years with Norwich Union, latterly at operating Board level in Life and Pensions, and five years at Merchant Investors, a specialist high net worth investment and pension provider in Bristol.
More recently, as Managing Director of Lyncombe Consultancy, he has specialised in the regulatory, technical and operational aspects of pensions, and a wide range of other retail financial services. With a particular interest in, and experience of, distribution in the UK, he has been involved in a number of initiatives building new businesses in this field. A recent past Chair of the Investment and Life Assurance Group, a practitioner trade body, he also has a strong presence in public affairs and public policy work. He is a frequent speaker, and author, on industry topics, chairing a wide range of industry meetings and conferences.
Malcolm has undertaken research in pensions through The Pensions Report and is Chairman of The-Pensions-Net-Work, a membership based standing conference in the Net Work series.
He has recently been appointed Director of Portfolio and Retirement Planning at the Tax Incentivised Savings Association, leading the work of the Association in Pensions, Distribution and Platforms. He is also a Non-Executive Director of a leading pension provider and is retained as an adviser on pensions policy by an employer body.

Brian Griffiths

Chief Executive Officer
Brian was appointed Chief Executive Officer in April 2001. In addition to this current role, he takes responsibility for the Audit and Risk functions within the Company. He joined B&CE in 1990 as Financial Controller from the TSB Group where he held various senior financial roles and helped establish the credit card division. Previously he held a European Operational Audit role for Commercial Credit, an American commercial finance company. Prior to this, having qualified as a Chartered Accountant in 1975, Brian worked in the accountancy profession at manager level on Audit and Corporate Recovery assignments.

Jamie is Director of Customer Solutions and has responsibility for the Client Customer Services operations, Product Solutions and Regulatory and Compliance teams. He joined the Company in 1994 having worked within Barclays Bank Plc for four years and has gained almost 17 years of financial services experience across a broad spectrum of roles. Jamie is a Fellow of the Association of Chartered Certified Accountants.
Patrick Heath-Lay

Director of Finance & Strategic Delivery
Patrick is Director of Finance and Decision Support for B&CE and is a Fellow of the Association of Chartered Certified Accountants. He is responsible for shaping and driving the Groups' financial strategy as well as having oversight of the organisation's Programme Management and IT functions. In addition, Patrick has more recently taken responsibililty for the Communications Team. Patrick joined B&CE in 1985 and has brought a wealth of experience to a range of financial and now customer focussed roles within the Company.
He is on the Board of Directors for both the B&CE Insurance Limited and B&CE Financial Services Limited companies.
Paul Murphy

Director of Customer Development
Paul is Director of Customer Development. He joined the company in 2011 having worked in the financial sector, both in the UK and overseas market, for over twenty years and has held senior roles with AIG and Equitable Life.
Paul brings a wealth of knowledge to B&CE through his experience in sales, marketing and the distribution of financial services products both to the corporate and individual UK market. In his role as Director of Customer Development he is responsible for Employer Customer Services operations, Customer Intelligence, Direct Sales and Key Relationship Management Teams.

Director of HR and Business Services
Having joined B&CE initially to manage some specific Human Resources related projects, Christine was appointed in January 2008 to her role of Director of HR & Business Services. Her responsibilities include HR, payroll and learning and development. Christine has 20 years’ experience of working within blue chip organisations within an HR and Operations environment. Prior to joining B&CE, Christine successfully managed her own consultancy business for six years and previously was employed by Securicor Cash Services Ltd.
